Rockville Mayor and Council to discuss undergrounding MD 355 in Rockville Town Center

A long-term goal of Rockville Mayor Bridget Donnell Newton, the undergrounding of MD Route 355 where it passes through Rockville Town Center, will officially come before the Mayor and Council for the first time tonight at its 6:00 PM virtual meeting. The idea has been floated for decades, such as the above rendering from the 2001 Rockville Town Center master plan.

Newton revived the idea in recent years, with a goal of creating more public space for city events, and a calmer traffic environment for the town center. The space could replace the lost town center parking lots where events like Hometown Holidays formerly hosted concerts and carnival rides, but with less asphalt. City staff estimates the potential cost of such a project to be in the $200-300 million range.

There is potential to combine such a project with development or redevelopment of the Rockville Metro station surface lots, and the Rockville Mall-era structure across MD 355 from it. Coincidentally, the Mayor and Council will also be discussing the former topic at tonight's meeting, as well. The staff report notes that the city's Rockville 2040 comprehensive plan draft calls for "a blend of moderate-density housing and neighborhood-serving retail" on the station site, and at the edge of East Rockville.

Fact check: Is Montgomery County Ride On bus service being cut by Larry Hogan?

A remarkable column about Montgomery County transit appeared in Friday's Washington Post. It was remarkable for two reasons. First, Post columnists have been silent on transit cuts made by the Montgomery County Council over the last decade, including their elimination of the Park and Ride route for Frederick commuters entering Montgomery, and their slashing of weekend bus service in Damascus. And remarkable because it was...false.

Columnist Petula Dvorak was apparently attempting to write a critical piece about service cuts proposed by the Maryland Transit Administration to MTA bus routes and MARC rail service. But a lengthy introduction, and let's-give-the-Council-free-press quotes from councilmembers, suggest that Montgomery County and its Ride On bus service will be the victims of the MTA cuts.

Ride On Route 55 is specifically cited by Dvorak, and later she says the MTA cuts will make the Route 55 buses even more crowded like "sardine cans." She adds that low-income residents in Montgomery County will be "among those devastated by reductions in bus routes." The article paints Maryland Gov. Larry Hogan (R) as the villain who is behind the cuts.

Just one problem - Ride On is not run by the MTA. Ride On is funded by Montgomery County taxpayers, and is run by the Montgomery County Department of Transportation. There are no Hogan cuts to Ride On because Hogan has no authority over or involvement with Ride On. There are no MTA cuts to Ride On routes proposed. If any Ride On cuts are made, they will be made by the Montgomery County Council deciding not to fund those routes.

The column wound up literally being fake news. At best, Capitol Hill resident Dvorak did not realize the MTA doesn't run all bus service in the state of Maryland.

Depicting Montgomery County Council members as heroes fighting to save Ride On bus service in the County doesn't even pass the laugh test, much less a fact check. If they are working so hard to save transit, why have they still not restored weekend service on Route 90 in Damascus, a 2010 Ride On cut that left car-free residents stranded in town on weekends?

Is Montgomery County Ride On bus service being cut by Larry Hogan? Nope. It has been cut in the past by the Montgomery County Council, though.

Mayor and Council ask Hogan to slow down interstate express lanes plan

Rockville's Mayor and Council have sent a letter to the Maryland Department of Transportation asking that plans to add Express Lanes to Interstates 270 and 495 be halted temporarily. The plan was approved by the state's Board of Public Works in January.

“The City of Rockville requests that MDOT put a pause on the project and process,” the Mayor and City Council wrote. “It is not responsible to continue spending taxpayers’ money on preliminary design, environmental studies, and hiring a developer while the country is facing significant economic changes due to the COVID-19 pandemic. It is also predicted that teleworking will be more acceptable and widely implemented in the future, which will likely lower traffic volumes on I-495 and I-270. Therefore, it only makes sense to hold off on next steps for this project until a new purpose and need is defined.”

Rockville's elected officials would have a very strong argument about telecommuting - if our region's leaders had not decided to let a crisis go to waste.

Many expected the light traffic of the coronavirus lockdown could be a sign of the future of telework. After all, every employer across the region now has a firm list of exactly who can work from home. Common sense would dictate that all of those individuals should now be encouraged, if not ordered, to continue working from home permanently. Not only would we have cleaner air and very little traffic congestion, but perhaps necessary and expensive road expansions would no longer be needed.

Shockingly, regional officials have made clear they have no intention of seizing the opportunity to implement teleworking on a large scale. No formal efforts have been made to keep workers from returning to their commutes as the lockdowns are lifted.

Why is this? In short, developers, developers, developers. If the federal government were to continue teleworking on a large scale, Metro would have to shut down, as these heavily-subsidized riders are now the major bulk of the rail system's passengers. And transit use and traffic congestion are needed to continue to make the public relations case for increased density in development.

It's been a lost opportunity, but a small victory for those who have long pointed out that some in the development industry cynically use issues like climate change and pedestrian safety to wring out even more profits and buildable land for themselves. When the impact of Covid-19 revealed that more space would be needed for outdoor dining, developers moved quickly to ensure that would take the form of lane and road closures, rather than mandated wider setbacks for buildings from the street. Most recently and outrageously, developers are now using race to achieve their goal of mixed-use zoning in single-family-home neighborhoods - literally using racial tensions to line their own pockets.

In reality, those developers don't give a damn about any of these issues. The proof is in the pudding. When presented with a grand opportunity to extend the lockdown's clean air quality for our region by making mass teleworking permanent, they showed their true colors by sending the highway and transit users back to the office.

I-270 resurfacing begins

The Maryland State Highway Administration is beginning a resurfacing project on southbound I-270 between Falls Road in Rockville and Democracy Boulevard in Bethesda. Expect lane closures in that direction between 7:00 PM and 5:00 AM Sundays-Thursdays through late summer 2020. SHA says that two lanes will always be open southbound during the work hours. Sure enough, crews were out already Sunday evening.

Masks mandatory on Ride On buses starting today

The Montgomery County Department of Transportation has mandated that all Ride On bus passengers must wear masks or face coverings starting today. Riders not in compliance will be asked not to board, or to disembark if they remove their mask while aboard. A similar rule will take effect statewide on Saturday, April 18, 2020.

Well, look what I found up the road in Gaithersburg. The interstate-standard highway signs for the Watkins Mill interchange at I-270. Aside from Watkins Mill Road, the signs direct drivers to Montgomery Village, Seneca Creek State Park, NIST and the MARC station. Not shown, thanks to the Montgomery County Council defiantly refusing to build the master plan M-83 Highway, are directions to Germantown, Clarksburg and Damascus.

Metered on-ramps advancing for I-270 congestion

Despite the coronavirus pandemic, contractors for the Maryland State Highway Administration are pressing forward with Gov. Larry Hogan's congestion relief plan for Interstate 270. In contrast to the loud political arguments over Hogan's Express Lanes plan, his earlier modest upgrades to the highway have proceeded quietly. Now the signals and necessary electronics for another phase of the project - metered on-ramps - have been installed at many interchanges.

The signals will act just as traffic lights do, turning red and stopping traffic entering the highway's southbound lanes from on-ramps. Traffic engineers hope they will be able to smooth out the inflow of cars that must merge with oncoming traffic in the through or local lanes. Sensors will be used, and on-ramps will be widened to two lanes if the lines become too long with a single queue.

Drivers have already noticed other small changes with large impacts. Some on-ramps now allow you to stay in the lane you came in on (such as the on-ramp from Sam Eig Highway), rather than fighting to merge and slowing traffic, such as the on-ramp from Democracy Boulevard northbound. Surprisingly, Hogan has not trumpeted each completed phase with press conferences. Only vague "New Traffic Pattern" electronic highway signs give any indication when each part of the project is put into use.

The project is still only 48% complete. It is scheduled to be finished next summer, so we won't know the full impact - if any - before then.

Montgomery County liquor store, nursing homes with coronavirus cases, Hogan touts Covid-19 research partnership with Bloomberg, Hopkins

A major coronavirus hotspot was identified by Montgomery County in one of its own County-owned liquor stores Friday. An employee at the Montgomery County Liquor store at 4920 Hampden Lane in Bethesda has tested positive for Covid-19, the County liquor department announced in a press release. The County said anyone who shopped at the Hampden Lane liquor store on March 23 or 24 should monitor themselves for coronavirus symptoms.

However, unless the employee only started working March 23, that does not seem like sound advice. The employee tested positive after exhibiting symptoms of Covid-19 on March 25. But a person can be asymptomatic for up to 14 days after being exposed to the coronavirus, so customers could have been at risk of exposure long before March 23.

When you think of how heavily the county government has pushed liquor sales during the coronavirus shutdown, and how many people in downtown Bethesda, Edgemoor, East Bethesda and Chevy Chase likely stocked up at the downtown Bethesda store over the last few weeks, this represents a major risk to the community. The Hampden Lane store has been temporarily closed for sanitizing and deep cleaning.

The Montgomery County Department of Health and Human Services has identified three nursing homes in the county where either residents or staff have tested positive for coronavirus. Three residents at Brighton Gardens on Tuckerman Lane in Bethesda have tested positive for Covid-19, the HHS confirmed. All three are currently hospitalized.

One staff member at Fox Chase nursing home in Silver Spring, and one staff member at the Fairland Center on Fairland Road in Silver Spring also have tested positive. Each is self-quarantining at this time.

The reports on this and the liquor store are among the very few cases where the County has been open with the public on where infected people have worked, shopped or traveled. Such a lack of open information has helped to spread the coronavirus because residents could not avoid places of exposure, and people who were in those places could not self-isolate to protect vulnerable household members and others in the community.

Ride On announced that bus service is being further reduced to essential routes. If your regular bus includes a hospital as a stop, you're in luck, such as the Ride On 23 in Bethesda that goes to Sibley Hospital. If it doesn't, not so much. A full list of routes still operating can be found online.

Maryland Gov. Larry Hogan announced a major research initiative the state is undertaking in partnership with Johns Hopkins Medicine and Bloomberg Philanthropies. The research will center around blood plasma samples from patients who have recovered from Covid-19, and attempt to find a treatment for the disease, if not a vaccine. Bloomberg is donating $3 million, and the state is contributing $1 million.

MedStar has opened a coronavirus testing site in Bethesda, as predicted by Montgomery County Executive Marc Elrich earlier this week. However, rather than using the White Flint Mall site Elrich suggested, MedStar has opened it at the Pauline Betz Addie Tennis Center, located at 7801 Democracy Boulevard. Before you jump in your car, though, you must have a referral from a MedStar physician who will approve you as a candidate for testing.

Montgomery County Ride On disinfecting buses for coronavirus

Montgomery County's Ride On bus service is trying to get in front of a potential loss of ridership due to fears over the novel coronavirus. Three MoCo residents have tested positive for covid-19 so far; officials have not yet informed the public as to whether any of the three rode public transportation before their current quarantine status. Ride On says they are disinfecting all buses nightly for coronavirus, including fareboxes, poles and even the driver's steering wheel. The transit service says they are using a "concentrated, multi-purpose, hospital grade, germicidal detergent, antiviral solution."

On Saturday, the first cases of coronavirus in the District and Virginia were reported. Maryland and Montgomery County officials have yet to offer any further information on where the three MoCo patients may have traveled while infected with coronavirus after returning from their cruise in Egypt. Of course, while it will certainly help to clean the buses in any case, there will still be the issue of riding in close quarters on buses as the outbreak spreads. Coughs and sneezes are one of the leading ways the virus is spread.

Virginia studying another Metro extension - why isn't Montgomery County?

The Silver Line isn't even finished yet, and booming Northern Virginia is already looking at another ambitious subway extension to Prince William County. Meanwhile, Montgomery County elected officials are looking at a ten-day February vacation, and even sleepier, moribund economic times ahead. What they should be studying are Metro extensions to the Upcounty and East County, studies that should have begun over a decade ago.

Clarksburg is about 12 miles from the Shady Grove Metro station. Burtonsville is around 10 miles from the Silver Spring Metro station. Virginia's $2 million Blue Line study is examining a 15-mile extension to Prince William via Fort Belvoir, Lorton, Potomac Mills and Quantico, modestly bigger than either potential Montgomery County extension.

Rail transit is far more advantageous for economic development than bus rapid transit. Unlike BRT, companies and developers can be assured the new transit isn't going to be suddenly cut off or rerouted. Ridership of rail would be far higher than that of buses or BRT (the County's future "Flash" B"Rapid"T will take a sluggish 87 minutes to travel from Clarksburg to Bethesda - longer than a car in traffic!).

In contrast, Montgomery County couldn't even get the Corridor Cities Transitway bus line built. Instead of high-speed rail technology fomenting a modern economic hub of the future, Montgomery's "Science City" ended up as Sleepy City. Just more stack-and-pack residential development, and thousands more cars vying for space on over-capacity I-270 and MD 355 every rush hour. Promised anchor biotech tenant Johns Hopkins Medicine just exited stage left as a result.

Meanwhile, what jobs we had in the 270 corridor continued to migrate to Northern Virginia and Frederick County. Montgomery County was at rock bottom in the D.C. region for job growth over the last decade. What we need are boardrooms, not more bedrooms.

There are also large properties planned for redevelopment north of Shady Grove, such as Lakeforest Mall, COMSAT and the Montgomery County Fairgrounds. These developments will not be "smart growth" without a Metro extension, or other rail service, and will not have the job component we need to also reduce the number and length of car trips in the corridor. The same goes for White Oak and Burtonsville.

A coordinated plan to address our moribund economy and failing, incomplete transportation system is needed. No such plan has come out of our current County Council.

Here's what we should be prioritizing today:


  • Study extending the Red Line to Clarksburg, including options for at-grade, elevated and cut-and-cover underground segments
  • Metro should connect to Lakeforest and COMSAT
  • Study of Metro extension from Silver Spring Metro to Burtonsville
  • Addition of third track to MARC Brunswick Line
  • Making Ride On bus service free
  • More business-friendly tax policy and regulations
  • More competitive state tax policies
  • Fully privatizing the County liquor monopoly, and allowing beer and wine sales at all grocery, drug and convenience stores
  • Coordinate timing of new business policies with zoning/sector plan updates that incentivize and favor commercial/corporate development (a.k.a. high-wage jobs) over residential housing
  • Planning and construction of long-delayed Midcounty Highway Extended (M-83 Highway Master Plan Alignment), with potential use for median/cut-and-cover simultaneous construction of rail line from Shady Grove Metro on relevant segments
  • Construction of equally-long-delayed new Potomac River crossing to Dulles Airport with trackbed for future Red Line extension to Silver Line in median, as a toll facility built by a private company
  • A concerted, focused effort on attracting aerospace, defense and tech corporate headquarters, and related research and manufacturing facilities (i.e. satellite and rocket assembly)
The Montgomery County Council isn't doing any of this. In fact, they're in the middle of a 10-day vacation. In February. 
Working hard, or hardly working?
In contrast, the Council-equivalents of our biggest competitors - Arlington, Fairfax, Loudoun and Prince William counties - are all meeting this week. It would be interesting if all local media - print, online, TV, radio - would join me in exposing the lazy work schedule of our self-proclaimed "full-time" slacker County Council.

Anyone who thinks we can dig ourselves out of this economic hole with a small-ball agenda by running empty BRT buses up and down, giving government contracts to small businesses, believing residential housing that generates more costs than revenue is the definition of "economic development," and patting ourselves on the back by adding the same STEM components to our schools that all of our competitors' school systems are also adding - or that it can be done under the leadership of our current County Council - is fooling themselves. 

Virginia has plenty of housing. But they also have plenty of jobs. Plenty of revenue, as a result. And they are making the big ticket investments to keep cleaning our clock for decades to come. Meanwhile, we're scaring every company away, have a structural budget deficit as far out as the projections go, are paying record high taxes, have massive debt, and steadily declining revenue even with a 9% tax hike several years ago. 

We can't go on like this.

MVA expanding appointments to include vehicle titling

The Maryland Department of Transportation Motor Vehicle Administration announced this morning that the appointment process it has used to address a backlog of Real ID verifications will now be expanded to include vehicle titling services. MVA Administrator Chrissy Nizer said that the appointments have been so successful and favorably-received by customers that the department decided to try expanding their use.

Customers who schedule a vehicle title-related appointment are guaranteed to be seen within 15 minutes of the appointment time, the MVA promised. In Montgomery County, the new titling appointments will be available at the Metropolitan Grove Gaithersburg and White Oak MVA branches. Appointments can now be made online.

Temporary closure on ICC this weekend

Traffic alert: There will be a temporary closure along the ICC this weekend, as the Maryland Transportation Authority begins replacing the electronic tolling gantries with newer, updated ones. Closures are expected between January 24 and 27, 2020 and again next weekend. Follow the detours below this weekend and next.

Beginning at 9:00 PM tonight, Friday, January 24, and continuing until 5:00 AM on Monday, January 27, westbound traffic on the ICC/MD 200 will be detoured at New Hampshire Avenue (MD 650). The detour route will direct motorists north on New Hampshire Avenue to Norbeck Road, west to Layhill Road (MD 182) ,and south on Layhill Road back to westbound ICC/MD 200.

The following weekend, from 9:00 PM Friday, January 31, until 5:00 AM on Monday, February 3, eastbound ICC/MD 200 traffic will be detoured at Layhill Road (MD 182). The detour route will direct motorists north on Layhill Road to Norbeck Road, east on Norbeck Road to New Hampshire Avenue (MD 650) and south on New Hampshire Avenue back to eastbound ICC/MD 200.

Hogan express lanes compromise may be a bust for Beltway drivers

Gov. Larry Hogan's compromise agreement on his Express Lanes proposal, which earned a needed second vote from Maryland Comptroller Peter Franchot to move the project forward, may still provide traffic relief along I-270. But it could wind up being a bust for drivers on the Capital Beltway.

The compromise essentially puts the Express Lanes plan back to where it was hung up a few months ago. Hogan had agreed to postpone the Express Lanes on the Beltway, and focus on I-270 first. There would be no improvement for Beltway drivers under that scenario.

Then Virginia Gov. Ralph Northam stepped forward with a proposal to assist in expansion of the over-capacity American Legion Bridge in exchange for allowing Virginia's Express Lanes to cross the bridge and run into Maryland. Recognizing that this would only work if the Beltway Express Lanes continued around the interstate, and the reality that the project was more feasible if companies could bid on Beltway Express Lanes that went at least to I-95, Hogan then revived the Beltway portion of the project.

Franchot, under pressure from his constituents and preparing to launch a gubernatorial campaign, immediately withdrew his support again. Hogan then capitulated on the Beltway portion beyond the I-270 spur to regain Franchot's vote. But that compromise is a Beltway backfire, and Hogan appeared to realize he will be long out of office by the time that is apparent.

The reality is, unless voters "get dangerous" as former Gov. Bob Ehrlich exhorted them to years ago, there may not be a single vote for Express Lanes on the Beltway on the Board of Public Works. There very well could be a Democratic governor, a Democratic comptroller, and there certainly will be a Democratic treasurer.

So, Beltway Express Lanes past the I-270 interchange are almost certainly dead.

But the compromise plan will likely make traffic on the Beltway even worse, not better.

First, Northam ingeniously made his problem our problem. Extending Express Lanes over the bridge means that he moves the current choke point where drivers enter and exit those lanes onto the Maryland side of the river. His problem is now solved, and we got played like a violin.

Second, Beltway Express Lanes will now terminate in the vicinity of the existing logjam between River Road and I-270 on the Beltway. This jam is caused not only by lack of capacity, but also by the drivers trying to change lanes to either access I-270 or to continue east on the Beltway. There's also a third factor, which is drivers entering from River Road who then need to merge into the far left lanes to access I-270.

So now you will have cars that want to stay on the Beltway pouring out of the Express Lanes exit in that area - and with the lanes in the center, they will have to merge across several lanes to do so.

Apparently no one bothered to study the reality of the situation on the ground there before making this decision. And the local media was too busy filing some of the most embarrassingly-biased praise reports about the Maryland General Assembly ever published to notice what a just-plain-dumb Express Lanes package was put through by the Board of Public Works.

Northam won. Upcounty drivers may benefit if the lanes really go to Frederick - and especially if they are continuing to Virginia southbound - and that's a very good thing. But Beltway drivers are likely to find this Express Lanes compromise a bust. And we still need a new Potomac River crossing.

There will be no real traffic relief until voters start playing hardball at the ballot box, and elect new leaders who will play hardball in Rockville and Annapolis.

Montgomery County stagnant or getting worse in all key areas, residents say

Montgomery County's elected officials haven't improved any major area of concern or crisis, residents say in a new County-operated survey. Vast majorities countywide say there has been no progress or improvement in the moribund County economy, Montgomery County Public Schools, traffic congestion, crime and public safety, quality of life or the environment in the last two years.
86% of residents say there has been no improvement in availability of affordable housing. 76% feel there has been no improvement in crime prevention and public safety. A whopping 87% found no improvement in traffic congestion over the last two years. In fact, it's getting worse.
63% of residents say there has been no improvement in MCPS, which has declined steadily over this decade, as test scores and graduation rates plummeted and an achievement gap worsened. Yep, that's getting worse, too. But rather than improve failing schools, the corrupt MoCo cartel is trying to ready a forced busing strategy that failed nationwide decades ago, and is preemptively calling those who favor neighborhood schools "racists" and "white supremacists" - terms regularly deployed as the nuclear option when one has lost a debate on the facts.
Montgomery County's stagnant economy reached rock bottom in the region this decade, and residents' opinions squarely reflect that reality. A powerful 69% of residents say there has been no improvement in job growth. 61% report no improvement in business growth. Montgomery County ranked at the bottom in the region on both measurements this decade.
Progressive and green Montgomery County is leading the nation in environmental policy, our elected officials assure us weekly. Mmm...not so much, counter Montgomery County residents. 68% of residents say the environment hasn't improved, or has gotten worse, since 2017. 66% responded that quality of life opportunities in the county - the arts, culture, recreation and libraries - have either not improved or have gotten worse.

MD, VA agree on Capital Beltway Accord, American Legion Bridge widening

Maryland Gov. Larry Hogan and Virginia Gov. Ralph Northam announced a historic Capital Beltway Accord at a joint appearance at the Capital Region Transportation Forum in Washington, D.C. yesterday. The bi-state agreement, which does not yet specify a timetable for completion, would widen the failing American Legion Bridge between the two states by adding tolled Express Lanes on and near the bridge. The states would split the cost, with the heaviest burden being picked up by Maryland, and both states expecting tolls will cover the entire $1 billion projected expense.

The accord also puts the backburnered Hogan plan for Express Lanes on the Beltway between the Legion Bridge and I-95 back on the table. No details on the staging of the that project in relation to the bridge widening were put forward Tuesday. The bridge changes would almost certainly fail to solve congestion if the new Express Lanes end at River Road instead of I-95, as they would only create another choke point there.

Adding Express Lanes to the Beltway and I-270 won't take the place of a new Potomac River crossing, which would take about 25% of rush hour traffic off of the Legion Bridge, according to a Metropolitan Washington Council of Governments study earlier this decade. They won't provide the direct access to Dulles International Airport from Montgomery County that international businesspeople have made clear they require to consider locating their headquarters here.

In fact, without a new Potomac River bridge north of the Legion Bridge - and major changes to County and Maryland tax and regulation schemes, Tuesday's accord would simply be another victory for Virginia and the crafty Northam from an economic development standpoint. Improved travel times for non-Dulles-related traffic on the Beltway would certainly help all of us, and are absolutely worthy of public support. But without direct Dulles access and a competitive business climate, the Beltway accord will simply reinforce our position as the bedroom community for the booming job centers in Northern Virginia.

The accord is a win for Hogan, however, as he considers a surprisingly-strong bid for the U.S. Senate. If he stands his ground on the Potomac-to-I-95 Beltway Express Lanes this time, Hogan will have delivered a start on major traffic relief on both failing interstates in Montgomery County in time for the 2022 election. Hogan was also the governor to finally get the new Nice Bridge project moving after decades of delay; that structure is scheduled to be well under-construction by the time he would take on Van Hollen.

Hogan hasn't even been grandstanding to the extent he could on transportation. He has quietly delivered new improvements on I-270 - such as new feeder lanes that allow entering vehicles from some ramps to proceed on the freeway without having to merge - over the last year. Surprisingly, he hasn't called a press conference to crow about these small but significant traffic flow upgrades.

Considering Van Hollen's weak legislative record, scandalous history of conspiring to reduce African-American turnout in his 2016 primary run against Congresswoman Donna Edwards (earning a rebuke from Hillary Clinton herself in the process), and Hogan's bipartisan support, this could be a top-tier contest. Neither man excites the core base of his party. But if these transportation projects move forward, Hogan will have done something Van Hollen hasn't in over a decade - deliver actual change for his constituents.

Climate activists may shut down commuter routes into D.C. Monday morning with #ShutDownDC protests

Climate activists are threatening to block major roadways commuters use to reach downtown Washington, D.C. Monday morning, September 23, 2019, as part of an ongoing series of protests to coincide with the United Nations Climate Action Summit. Participating organizations are not revealing which roads or intersections they plan to blockade during an action they are calling #ShutDownDC.

Montgomery County, the County Council, and the County Department of Transportation are apparently asleep at the switch, and have not released any statements on the expected protests or possible delays. D.C. Mayor Muriel Bowser has released a statement warning commuters to plan several alternative routes to your destination, or to take public transportation. "The groups have planned first-amendment protected events on Monday to potentially include the intentional disruption of traffic on high-volume roadways around the District," the statement says.

With no way to know what these folks have planned, it would be wise to plan ahead and check traffic reports before leaving for work Monday morning - and give yourself extra time to get there, if your route is affected.

TPB approves funding to improve Stonestreet pedestrian access to Rockville Metro

The National Capital Region Transportation Planning Board of the Metropolitan Washington Council of Governments has approved $280,000 in funds to provide better pedestrian and bicycle access to the Rockville Metro station from the east side. They especially focus on the area of Park Road between N. Stonestreet Avenue and S. Stonestreet Avenue.

Including wider sidewalks, a new intersection alignment, and bike lanes, the improvements were among the recommendations of the Stonestreet Corridor Study. They also again show the benefit of Rockville having an active seat at the table - Mayor Bridget Donnell Newton has been a member of the TPB, and was elected as its chair for 2017.

Edmonston Drive bridge rehabilitation project completed in Rockville

The rehabilitation of the John C. Brown Memorial Bridge on Edmonston Drive in Rockville is now complete. New support pillars, new bridge fencing, a new road surface, and a new plaque honoring Brown are among the upgrades to this heavily-traveled bridge over the CSX and WMATA tracks. Brown was the first Marylander killed during the Korean War.

Foulger Pratt CEO criticizes MoCo for failing to complete master plan highway system

Tells Bisnow, "there's no comparison"
between moribund MoCo and booming

Foulger Pratt CEO Cameron Pratt is the latest regional business leader to speak out on the moribund Montgomery County economy, which has failed to attract a single major corporate headquarters in over two decades. That matters to the real estate firm, which has many Montgomery County office buildings in its regional portfolio. Pratt tells Bisnow in a new interview that "there's no comparison" between stagnant MoCo and booming Northern Virginia when it comes to office tenant interest. He cites MoCo official's cancellation of major parts of the county's master plan highway system as a major reason we've become the bedroom community for booming job centers in Northern Virginia.

Of course, Pratt notes that Northern Virginia is much more business-friendly in its policies, and is far more aggressive in wooing companies. Both factors can almost go without saying. But he zeroes in on infrastructure as a deciding factor, as have many CEOs who have chosen Virginia over Montgomery County in recent decades.

"I think the biggest challenge Montgomery County has is infrastructure," Pratt tells Bisnow's Jon Banister. "You look at Northern Virginia; they have two airports, they have a significant freeway system connecting the airports and the suburbs to downtown, and they’ve spent money to invest in HOT lanes, in extending the Metro to Dulles Airport. That infrastructure is because of decades of planing and investment and Montgomery has not made those same investments. Montgomery County does not have a freeway connecting the suburbs to downtown. It does not have significant airport infrastructure and has not extended Metro further out. They have not been willing to grapple with the important issue of another river crossing and if Montgomery County is not willing to make investments in infrastructure, I don’t think they’ll be able to attract employers and compete with Northern Virginia."

What a bodyslam. "That's gotta hurt, Gene." Pratt's interview comes ahead of next week's Bisnow-sponsored event that will focus on the future of business and real estate in Montgomery County.

Pratt is one of the few CEOs to publicly challenge County officials' ongoing refusal to complete the master plan highway system. Bob Buchanan, another County business leader willing to speak up, told transportation officials in Virginia that many of his MoCo business colleagues are afraid to challenge elected officials on their failure to build the new Potomac River crossing because of political pressure.

Montgomery County officials years ago canceled no less than three freeways leading into the District: the Northwest Freeway, the North-Central Freeway, and the Northern Parkway. They canceled the Rockville Freeway in the late 1980s, and are currently blocking the M-83 Highway from being constructed in the upcounty. And of course, they've prevented the new Potomac River crossing to the Dulles Airport area from being built for decades. Dulles has the wide variety and frequency of flights to international business destinations that corporate leaders need to be competitive. They simply cannot meet their travel needs at BWI or Reagan National, which themselves are infuriatingly long drives away from MoCo.

Imagine knowing what the solutions to a major problem are, and simply refusing to implement them. Under the current "leadership" of our MoCo political cartel-controlled Council, that is what passes for "The Montgomery Way." Heckuva job, Brownie!

355 Bus Rapid Transit open houses June 26 & 27

What's a $10 billion boondoggle with branding that brings to mind a creepy man wearing a trenchcoat? Montgomery County's proposed $10 billion Bus Rapid Transit network, devised with consulting help from Communist Chinese officials, and branded as "Flash," despite moving only one mile every four minutes. The public will have an opportunity to learn more about the MD 355 BRT route proposed to run between Clarksburg and the Bethesda Metro station at two open houses next week.

Open House #1 will be held Wednesday, June 26, 2019 from 6:00-8:00 PM at the Activity Center at Bohrer Park, located at 506 S. Frederick Avenue in Gaithersburg. The second Open House will be held the next evening, Thursday, June 27 from 6:00-8:00 PM in the Wisconsin Multipurpose Room at the B-CC Regional Services Center, located at 4805 Edgemoor Lane in downtown Bethesda.

You'll notice several key factoids are not emphasized to the public about this particular BRT proposal.

First, if dedicated lanes are utilized, the vehicle capacity of already-jammed MD 355 will be slashed by 33%. If you know that BRT advocates' most-optimistic number for the percent of people who will "get out of their cars" (as the globalists like to say) is only 16% in the best-case scenario, in a "flash" you can quickly calculate that the BRT will have the effect of severely-worsening rush hour traffic - and increasing exhaust emissions from additional idling in traffic jams.

Second, speaking of fumes, these buses run on diesel fuel. Unlike the futuristic subways on wheels depicted in glossy promotional materials you paid for, the buses look just like Metrobuses. That was exposed in one of the most cringeworthy PR disasters of the BRT push, when the actual bus was displayed at the County Fair, and it looked like a junky Metrobus.

Third, the 355 route - like Route 29 and Georgia Avenue BRT lines - will require demolition of thousands of residential and commercial properties between Clarksburg and Bethesda. Watch this very closely, and keep track if all of the same activists who are raging against 37 potential home demolitions for Beltway Express Lanes yell and scream about thousands of demolitions for BRT. I expect to see heartfelt columns from John Kelly denouncing the greedy developers and their puppets on the County Council and Planning Board, and extensive local news coverage of anti-highway folks jumping up and down and lighting their hair on fire to stop BRT! And like the anti-Express Lane and anti-M83-Highway campaigns, shadow-funded by the Rockefeller Foundation, of course.

In the fine print, you'll notice the County is "still studying" the "property impacts" of BRT. LOL.

Fourth, the only thing the Flash does fast is eat up taxpayer money. 355 "Flash" will take a turtle-like 87.2 minutes to travel the 21.8 miles from Clarksburg to the Bethesda Metro station. And then you're not even at work, because you still have to transfer to Metro to reach where the actual jobs are in the District or Northern Virginia. Better pack a Red Bull, my friend.

It's a simple fact that only transit projects that can beat automobile travel times will get ridership, meaning "Flash" is dead-on-arrival. This, of course, is why the War-On-Cars County Council is trying everything to increase auto commuting times, proposing nuclear options ranging from changing the speed limit to 25 MPH along 355, reducing the width of lanes to 10' and seizing one lane in each direction for the bus.

But that still won't create ridership, or "get people out of their cars." Why? Because increasing your auto commute by another 34 minutes still won't take as long as the average one-way transit commute of two hours. So you'll just end up with empty buses running past heavier traffic congestion and thicker clouds of exhaust from idling vehicles. Heckuva job, Brownie!

Why would County officials press ahead anyway, knowing all this? Because BRT isn't meant to improve travel or be a success. It's simply meant to allow urban-density development along all the routes it travels, by magically qualifying them for "transit-oriented development" by being on a "rapid transit line." The Council's developer sugar daddies couldn't be more pleased.

Finally, there's no demand for bus service on 355. I'm the only journalist to conduct spot checks on the $1 million Ride On Extra service between Shady Grove and Medical Center Metro stations. I've yet to find any significant ridership even during rush hour on this line. During peak evening rush hour, I counted one person riding the Ride On Extra in each direction on 355 at Edmonston Drive. During another peak evening rush hour, a Ride On Extra departed Shady Grove Metro station with no passengers on board.

This is a boondoggle of astronomical proportions. For a fraction of the cost of BRT, we could build the M-83 Highway, the long-delayed new Potomac River crossing, the Rockville Freeway between Montrose Road and the ICC, and the equally-long-delayed Georgia Avenue-Norbeck Road interchange. Each one of the aforementioned highways would carry more commuters each day than the entire $10 billion BRT network. And the Potomac River crossing, like I-270 and Beltway Express Lanes, could be built at virtually no cost to taxpayers by private firms that would earn back their investment through tolls on those new lanes and roadways.

In an economically-moribund county where the government's debt - if it were a government department - would be the third-largest department in the County government, highways make the most sense: moving the most people for the lowest cost of any mode of transportation.
