Two years ago while enjoying coffee at the Starbucks in Congressional Plaza, I, as well as a few others on the terrace area, noticed a man walk by with a large backpack and protruding antenna with a spinning disc mounted on top. As he passed by I noticed the letters on his cycling-style jersey said Google. He was taking image updates of the center at the time.
It's not taking photos though. The first photo shows a cover on the camera head. When it's active, that roof-mounted contraption stands about three feet high.
