  1. Police are afraid to respond with appropriate force because qualified immunity has been weakened, the police have been weakened substantial.

  2. Timely information on September 17th, today is the 28th?? He may have changed clothes in the interim. However, more information than usual because the victim was a police officer I presume? Hate to ask but did the PO have a taser, baton, or firearm? Are they not allowed to use all available tools to defend themselves? Is it any wonder the perceived crime rate is higher than the reported? If the individual is arrested what will he be charged with? Jaywalking?

    1. Judging from the lack of detailed information I will assume this crime was committed inside the store, thus limiting the degree of force available to use. In many instances a shoplifting subject has been held in a office area until police arrive, to protect other customers in a store. Regardless, attempting to subdue a perp inside during an altercation is extremely dangerous, and unwarranted. In addition, this may have been a female officer, who was assaulted (vague term) and unable to respond quickly. Think before reacting with off the cuff crap.

  4. The Rockville PD know they have no political support at the city or county level. Therefore they hesitate to use "all necessary force." We citizens understand this and back them nonetheless.
