Rockville homicide stemmed from argument, police say

A fatal stabbing in Rockville last night has led to an arrest, and is under investigation by Montgomery County police detectives. Deonte Foreman, 21, of Rockville was stabbed outside his home in the 10100 block of Reprise Drive around 9:21 PM Monday night. Police arrived after someone called 911 to report a shooting at that location. Officers found Foreman suffering from multiple stab wounds, and attempted to provide medical assistance until County Fire and Rescue personnel arrived, but Foreman was ultimately pronounced dead at the scene.

Demarco Rayford, 26, of Gaithersburg was arrested at the scene. Detectives allege that Foreman and Rayford had an argument, which escalated into an altercation. During that fight, police allege that Rayford stabbed Foreman multiple times. Rayford has been charged with 2nd degree murder; police have not yet provided a mugshot of Rayford.

The location of the homicide is near the Gaithersburg border, directly adjacent to the Crown Farm development.  Police say their investigation is ongoing.

Rockville Wegmans construction update (Photos)

There are now three tower cranes erected at the future site of the Twinbrook Quarter development, Phase 1 of which includes anchor retail tenant Wegmans. The cranes are highly visible as you come down the southbound lanes of Rockville Pike from the Edmonston Drive intersection. Developer B.F. Saul says concrete pours have begun for the foundation of the building that will have Wegmans on the ground floor, starting with the underground parking garage. That is a complex job and will take some time to complete, the company says.

Some protesters were in regular vehicles, and also honked their horns. Particpants in the protest have stayed in Hagerstown since arriving on March 4, and have been venturing into D.C. after initially limiting their action to circling the Capital Beltway.

Rockville Planning Commission to discuss new parkland requirements for developers

Anderson Park in Rockville

The Rockville Planning Commission will discuss a proposed update to parkland requirements for developments that include more than 25 multifamily, 20 townhouse or attached, or 15 single-family home units. Non-residential developments with 5000 square feet or more of floor space would also be under the new requirements. Options under discussion will include dedication of land, fees-in-lieu-of dedication and impact fees.

When the Mayor and Council discussed the issue, they came up with several recommendations for the new park requirement rules. They suggested the Parks impact fee apply to the affected non-residential projects. The impact fee should be only 75% of what was recommended by a fiscal consultant to the City, to reduce costs for developers. Impact fees should be indexed to the Engineering News Record's Capital Cost Index, as they are in several Maryland counties right now. And exemptions should apply to the moderately-priced dwelling units in a project, existing and pending projects already under review by the City, and developments that include three or fewer residential units.

Planning commissioners will hold the discussion at their March 23, 2022 meeting. The virtual meeting will begin at 7:00 PM.
