Female student gang-raped at Rockville High School

A juvenile female student was raped by two male students in a boys' bathroom at Rockville High School yesterday, according to Montgomery County Police. Jose O. Montano, 17, of an unconfirmed address, and Henry E. Sanchez, 18, of Bel Pre Road in Aspen Hill were arrested by Montgomery County Police Special Victims Investigation Division detectives at the school. They were called by school administrators, police said.

The female student told administrators that she was approached by Montano and Sanchez in a hallway at the school around 9:00 AM Thursday. Montano asked her to walk with them. He then allegedly asked her to engage in sexual intercourse. She declined. After asking her again, detectives said, Montano forced her into a boys' bathroom. Inside a stall in the bathroom, she was allegedly raped by both Montano and Sanchez.

Montano and Sanchez have been charged with first-degree rape, and two counts of first-degree sexual offense.  They were held without bond, and will have bond review today.

Detectives said they are withholding Montano's mugshot because he is a juvenile.

    1. 5:33: I'm surprised Channel 7 of all outlets would bow to pressure, if that's true - they're owned by Sinclair, which has a conservative bias.

      It's sad that the County often doesn't provide the public with relevant information, such as the immigration status of two accused rapists. It's an insult to our intelligence, in a very well-educated community.

      The sad fact is, the only way we ever find out is if A) ICE puts a detainer on a defendant, and - even scarier - B) only if a media outlet dares to report that ICE has done so.

      The other gang rape case, where the 12-year-old girl was kidnapped to boot, and taken to a County taxpayer-subsidized apartment to be gang raped - turned out that all of her alleged rapists were here illegally, and we only learned that because ICE put a detainer on them, and Channel 5 actually reported they had. No other media outlet did except my East MoCo blog. It's a travesty of journalistic responsibilities on top of the County putting residents at risk.

  3. How do you know they're illegals? The MCPD press release didn't state that.

    Also, we don't know they're guilty -- it could have been consensual. The victim could have easily screened (and most teenage girls have very loud voices) and surely someone at 9am in a full school would have heard.

    4. I have heard some more details - the victim did scream, but school officials would not comment as to why no one responded. Both defendants have criminal records. One of them speaks no English. They are 17, 18, but enrolled as freshmen(!!). Public relations disaster for local sanctuary governments and MCPS.

    5. What local sanctuary governments are you referring to? MoCo is not a sanctuary county, and Rockville is not a sanctuary city.

    6. 8:51: Montgomery County and Rockville currently operate under sanctuary policies regarding government and police verification of citizenship status. The controversy at the moment has been, should those informal policies be officially codified, and both jurisdictions declare to the federal government that they are sanctuary jurisdictions.

      Both are currently at some risk of losing federal funds, should the Justice Department apply the broadest interpretation of "sanctuary." Officially declaring sanctuary status would then most certainly place both in the same crackdown that will apply to San Francisco, etc., unless Trump and Sessions were lying to the voters just to get the president elected. That could be the case, and Rockville and MoCo could take the risk and actually reap political reward, if Trump is the first to quit this game of chicken.

      I realize there is an official talking point that, because MoCo does cooperate with ICE in very rare and narrow situations, that it is not a sanctuary county. That assertion is complete hogwash.

  4. How many more predators do we have wandering the halls of MoCo public schools?

    Does anyone at MCPS ask questions when an 18 yr old enrolls as a freshman?
